Hogg is a naive journalist when he accidentally finds himself in war-torn China's Nanking province, just as the Japanese army is invading during the early days of World War II. He is almost executed but is rescued by a crafty communist guerrilla (Chow Yun-Fat) and a lovely, brash nurse (Radha Mitchell). They send Hogg to a burnt-out orphanage to lie low, but as the scruffy orphans begin to charm him, he ends up teaching them English and basketball. A blindness epidemic strikes an unnamed city, forcing the government to put many citizens in quarantine, including Ruffalo's doctor. Unable to conceive of life without him, Moore's character feigns blindness and joins him in the grimy high-security institution where visually impaired citizens are kept. Their attempt to survive in the rotting facility, which quickly falls into disrepair and chaos, forms the backbone of Meirelles's movie. There's a twist in the tale as Ruffalo and Moore's characters struggle to lead the blind to a place where they can come to terms with their condition, and Meirelles makes the journey deeply unsettling. An impressive cast ably backs Ruffalo and Moore, including Danny Glover, Gael Garcia Bernal, and Alice Braga.

Gere stars as Erroll Babbage, a caseworker for the US government's Department of Public Safety, whose responsibility it is to track down and monitor the progress of registered sex offenders. Emotionally scarred from years of dealing with convicted perverts and the stark reality of their crimes, Erroll has become something of a liability to the Department, prompting his boss to force him into retirement. His replacement is an attractive young woman, Allison Lowry (Danes), who is assigned to partner him for a one-month handover period in order to learn the ropes and become acquainted with his 'flock' of paroled criminals. Immediately, Allison is shocked by Erroll's invasive and unconventional treatment of his charges and soon realises that a large part of her job is going to be spent keeping her mentor on the right side of the law. When a local schoolgirl goes missing, Erroll is convinced that one or more of his ‘flock' is involved in her abduction. This procedural melodrama is almost completely internalized within the LAPD, as Vice cops investigate Narcotics cops, who snitch on Homicide cops, and no one talks to Internal Affairs, etc. Crimes are staged, executed, and pinned firmly on suspects with alarming efficiency as the necessary DNA, murder weapons, and fingerprints are then sprinkled around the scenes after the fact.
